The Costs That Live Outside the House
When people budget a house, they budget the house. Framing, roof, mechanical, cabinets, flooring — the parts you can walk through when it's finished.
Then there's everything that happens before any of that exists. Clearing, grading, driveway, water, power, septic, permits. None of it is visible in the finished product. All of it comes out of the same money.
That's the part most early budgets don't carry, and on a difficult lot it's the difference between a project that pencils and one that doesn't.
Why the averages don't help here
The National Association of Home Builders surveys builders nationally and breaks a house down by stage. In their survey, site work came in around 7% of construction cost.
If you're building on a finished lot in a subdivision — graded, utilities at the street — that's about right, and site work is a small line you don't need to think hard about.
But that average is drawn from thousands of houses, and most new homes in this country go up on developed lots. The parcels that need real site work are a minority of the sample. They don't move the average much, and the average tells you nothing about them.
So the figure isn't wrong. It's just describing a situation that may not be yours, and there's no way to tell from the number itself which situation you're in.
What actually lives out there
Getting to the lot and getting it flat. Clearing, grading, and a driveway. On a level, open parcel this is modest. On a wooded or sloped one it isn't, and the cost is driven by how much material has to move and how far.
Water. Municipal connection or a well. If it's a connection, the cost depends largely on how far the house sits from the main. If it's a well, drilling is priced by the foot and the depth isn't known until somebody drills. That's one of the few line items in a house that genuinely can't be nailed down in advance — it can only be estimated from what nearby wells required.
Waste. Sewer or septic. If it's septic, the type of system you need is decided by your soil, not by your preference, and a conventional system and an engineered one are not the same number. A perc test tells you which one you're looking at. It's worth doing before you're committed to the lot.
Power. Priced by the distance from the nearest service point. A house set well back from the road is a materially different number than one near it — and the utility, not the builder, sets the terms.
Permits and fees. The building permit, plus separate permits for things like septic, well, and electrical. Then impact fees, which are set by the jurisdiction and vary between them.
Every one of those is knowable before design starts. None of them is in a per-square-foot figure.
The part that catches people
Here's the thing about all of it: it's spent before you have a house.
Every dollar that goes into the driveway, the well, and the septic is a dollar that isn't going into the building. If your total is fixed — and for most people it is, because a lender set it — then site work doesn't get added to the budget. It comes out of the house.
That's why finding the number late is expensive. If site work lands well above what was assumed, the house has to get smaller, or cheaper, or both. Late in the process that means redesign. Early, it just means picking a different size.
And it's why two lots at the same asking price can be very different purchases. A cheaper lot that needs a well, a septic system, and a long power run isn't cheaper. It's the same money, spent on things nobody will ever see.
When to find out
Before you buy the lot, if you haven't yet. That's the version where the information is worth the most, because you can still walk away.
If you already own it, then before design. Site conditions determine how much building you can afford, and the size of the building is the easiest thing to change before drawings exist and one of the most expensive to change after.
Either way, the sequence that works is: understand the ground, then decide the house. Most people do it the other direction.
